What is this about?
This Housing Land Supply (Huntingfield) Order 2026 (the Order) under the Housing Land Supply Act 2018, is proposing to alter the original Housing Land Supply (Huntingfield) Order 2020 by:
- expanding the Local Business Zone within the site, and
- altering the relevant planning provisions which apply in the areas of land zoned General Residential and Inner Residential to better support the delivery of medium density housing across the site.

Background
The Housing Land Supply (Huntingfield) Order 2020 came into effect on 18 March 2020 and rezoned part of the land to Local Business, General Residential and Inner Residential. The remainder of the land was rezoned to Open Space.
Kingborough Council approved a subdivision for part of the land in 2021, containing of 218 residential lots. The initial stage of that subdivision has been built and released to the market.
To support the subdivision application to Council, Homes Tasmania prepared a site masterplan and medium density design guide.
After gaining approval for the subdivision and commencing detailed design work on the approved subdivision, site constraints and new infrastructure requirements were discovered. This created the need to alter the road layout near the area zoned Local Business, causing a redesign of the subdivision layout in that local area.
Homes Tasmania sought an amendment to the planning permit, which Kingborough Council approved. The amendment to the planning permit has resulted in a revised local road layout and a larger lot being set aside for local business, which is currently split zoned Local Business and General Residential making it problematic for future development of that business lot.

The proposed Order seeks to expand the Local Business Zone within the site and alter the relevant planning provisions of the original Housing Land Supply (Huntingfield) Order 2020.

The site is subject to the Housing Land Supply (Huntingfield) Order 2020 located at 1287 Channel Highway, Huntingfield.
The site originally comprised 4 land titles, CT 172715/1, CT172716/1, CT134371/1 and CT 131270/2, but part of the site has since been subdivided with some new smaller titles created.
The site has been in the ownership of Homes Tasmania, or its predecessor, since 1974 and has always been intended to be developed for housing.

Making a submission
Submissions may be made with respect to the relevant matters specified in section 13(2) of the Housing Land Supply Act 2018.
The relevant matters are as follows:
- the suitability for residential use of the area of land
- the suitability of the intended zone or
- whether the Minister would, or would not, contravene section 5(2) or section 6 (1) or (2) of the Housing Land Supply Act 2018 by making a housing land supply order.

The Minister for Planning will consider all Housing Land Supply Order submissions in accordance with legislation before determining whether to table the proposed Order in Parliament or not. Where the Order is tabled, the submissions are included for Parliament’s review. Either House of Parliament can disallow (refuse) a proposed Order.
If the Minister for Planning determines not to table the proposed Order in Parliament, legislation requires the Minister to publish all submissions received and provide reasons for not tabling the proposed Order.
